I read the article "La red mafiosa en la ciencia y la universidad
argentina" by Eduardo Saguier where he listed 250 academics - among them
professors of my own school - who were in charge of granting funds of
ANPCYT and, at the same time, they were in the receiving end of the grants.
ANPCYT is a governent agency to promote scientific research. Researchers
got a sum of the order of 100,000 dollars to finance a project. What
project? I am curious to know. The "mafiosa" word in the article's heading
suggests that they are stealing, more precisely, they have a secure wile
for commiting theft by invoking goddess Minerva.
I was living on a miserable pension of 1000 dollars a month, and when I
read this* *piece of mind I got sick - I decided to endeavor myself to
investigate these academic wise guys. Here is a couple of hints :
1) The chairman of the Computer Science dept concocted project "UBASoft"
that - he promised - will produce software for all the present, future or
fancied areas of Computer Science: Cryptography, Combinatorial
Optimization, Software Engineering, Paralell Computation, Image Processing,
Computation Biology and Data Mining. He was awarded 100,000 dollars to
develop this high-sounding pretension that never produced a single thing
for any of the aforementioned areas. I denounced the project to the dean of
the school, Jorge Aliaga, who disclaimed the charge and pronounced Dr
Marcelo Frias "uomo d'onore".
2) ANPCYT called for projects in need of funds to retool equipments in
research labs (PME 2006). All the departments of my school discovered right
away the peremptory need for modernizing their equipments, so they asked
for grants, specifically

I do not mean to say that all this money was wasted. But I was a math
professor and I had doubts about the figure 627,360 assigned to the math
dept: what is it for? which lab equipments do they mean? - I asked the math
dept chairwoman, but I did not receive an answer. Perhaps I should have
asked the question to dean Jorge Aliaga but I would rather not for he would
disclaim the charge and pronounce Dr Ursula Molter "donna d'onore."
I worked as an operation researcher for Du Pont de Nemours and the Techint
Group. They paid me a salary for my research but no grants or funds for
doing my job. In these two private enterprises they stay alert that money
is not spent uselessly - but who is there to prevent thievery by state
mandarins? There is a rhetorical difference between aggravated assault and
filling out an ANPCYT form asking for a grant for a spurious project.
ANPCYT got the money as a loan from IDB, adding to Argentina's external
debt that “We the People” have to repay.
So it happened that after reading the aforementioned article I started an
investigation of selected suspects of Saguier's list to uncover corruption
in FCEyN/UBA. My first report to all the faculty "Los subsidios de la
investigación: Corrupción en Exactas - UBA"

the school mafia.
