<!DOCTYPE html><html><head><meta http-equiv="Content-Type" content="text/html; charset=utf-8" /></head><body><div data-html-editor-font-wrapper="true" style="font-family: arial, sans-serif; font-size: 13px;"><span style="font-family:arial,helvetica,sans-serif;"><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">El próximo 24 de marzo, Día Nacional de la Memoria por la Verdad y la Justicia, se cumplen 40 años del inicio de una de las etapas más oscuras y siniestras de la historia de nuestro país</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">: el comienzo de la última dictadura cívico-militar, autodenominada "Proceso de Reorganización Nacional". Aquel 24 de marzo de 1976, las Fuerzas Armadas, comandadas por la junta militar formada por Jorge Videla, Emilio Massera y Orlando Agosti, tomaron el poder por la fuerza. Si bien la alternancia entre gobiernos democráticos y gobiernos de facto caracterizaron a la política nacional desde 1930, la dictadura que se instaló a partir de aquella fatídica fecha llevó adelante un </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">terrorismo de Estado sin precedentes, que contó con el apoyo manifiesto de sectores civiles y eclesiásticos de la sociedad</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">. Este plan sangriento formaba parte de la llamada Doctrina de Seguridad Nacional, que se expresó en Latinoamérica a través de la denominada </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">“Operación Cóndor”, orquestada desde los Estados Unidos</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;"> y conducida en los países latinoamericanos por las distintas cúpulas militares que se instalaron en cada país. Esta dictadura aplicó un plan sistemático de secuestros, torturas, asesinatos y desaparición forzada de personas. Superando los límites del terror, dicho plan también incluyó la apropiación de bebés, niños y niñas, hijxs de las personas detenidas ilegalmente, muchxs de lxs cuales, aún hoy, siguen sin conocer su verdadera identidad. No escaparon a este plan las universidades: miles de estudiantes, docentes, no docentes e investigadorxs forman parte de la triste y extensa lista de compañerxs desaparecidxs y asesinadxs.</span><br><br><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">La aplicación del terror como forma de control y disciplinamiento transformó a nuestra sociedad de forma tal que, aún hoy, los resabios son visibles, incluso en el aspecto económico. </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">Como señaló Rodolfo Walsh en 1977, al cumplirse un año del golpe: “</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-style: italic;">En la política económica de ese gobierno debe buscarse no sólo la explicación de sus crímenes sino una atrocidad mayor que castiga a millones de seres humanos con la miseria planificada</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">”. Mercenarios locales aplicaron ferozmente </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">recetas de liberalización económica y financiera</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">, que no eran sino el inicio de una fase neoliberal que se extendería por todo el mundo por mucho tiempo más. Desmantelaron así, en un brevísimo lapso de tiempo, la estructura productiva nacional, desregulando el mercado laboral, congelando salarios y derrumbando el poder adquisitivo de las clases populares. A su vez, se eliminaron las retenciones a las exportaciones y se estatizaron las deudas privadas. Son estas las causas que explican la complicidad empresarial en el plan de represión sistemático. Fueron estas las políticas que transformaron profundamente al Estado argentino y que terminaron por conformar la más aberrante deuda externa que este país haya adquirido jamás, por la cual aún pagamos el costo.</span><br><br><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">No es casual que estas políticas nos resulten familiares, ¿verdad? </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">El despido sistemático de trabajadores del sector público y privado</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;"> [1], cuyo fin último es la generación planificada de una masa importante de desocupados, </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">la criminalización de la protesta y la intensificación de la represión</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;"> (lamentables ejemplos como el de los trabajadores de Cresta Roja [2], empleados estatales de La Plata [3] e integrantes de una murga en la villa 1-11-14 [4]) son algunas de las políticas que los </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">primeros cien días de gobierno de Cambiemos </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">nos permiten delinear. Ciertamente no es el gobierno de Cambiemos una dictadura, tan sólo un gobierno liberal, de derecha, que llega con el voto popular, y sin embargo </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">regresan también los ideólogos de aquella época nefasta, o las ideologías que atrasan</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">, encubiertas -casi siempre- bajo la idea tolerable pero equívoca de los “dos demonios”, con el objetivo de retrotraer los avances conquistados en materia de derechos humanos [5]. Se acepta la subordinación a los intereses extranjeros a costa de ceder soberanía, argumentando que se trata de un destino inexorable: nos proponen un acuerdo vergonzoso con los “Fondos Buitre” [6]. A la par, ocurre la curiosa paradoja de que Barack Obama, “Premio Nobel de la Paz” y presidente del país que financió a los regímenes militares, nos visitará el mismo 24 de marzo [7].</span><br><br><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;">Así las cosas, los 25 años que se cumplirán en abril desde la muerte de Walter Bulacio, los 22 de la del conscripto Omar Carrasco, los 14 desde que mataron a Maximiliano Kosteki y a Darío Santillán, los 10 desde que se llevaron Jorge Julio López, los 7 desde que no está Luciano Arruga, no son únicamente efemérides de un panfleto político, sino las líneas de continuidad de un proceso que no ha terminado y por el que marchamos nuevamente este jueves 24 de marzo. </span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap; font-weight: bold;">Hubiéramos querido, también nosotrxs, los integrantes de Factor Común, una única marcha, un único acto, una sola fuerza colectiva que le recuerde a este nuevo-viejo gobierno liberal por qué marchamos cada 24 de marzo.</span><span style="color: rgb(20, 24, 35); font-size: 17px; line-height: 28px; white-space: pre-wrap;"> No será así. Que sea entonces una jornada de movilización en la cual cada uno se involucre en cualquiera de las actividades planteadas [8], con su bandera y con sus ideas pero, ¡que haya una importante participación!
