Este nivel de organización, debate y participación no es una novedad en nuestra facultad, pues Exactas ha sido históricamente una facultad con un importante compromiso político. Vale recordar la historia reciente de nuestra facultad: la movilización y el acto unitario del año 2015 por el presupuesto para gastos de funcionamiento (“Defendamos a Exactas”), las jornadas del año 2010 en las que decidimos no acreditar nuestras carreras ante la CoNEAU, la resistencia de los 90. </span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">No obstante, este año viene siendo uno de los más movilizados de los últimos 15 años. Para muchos de las y los más jóvenes -y no tanto-, el 2016 acaso represente su primera participación en política universitaria. Por eso,</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> quisiéramos comenzar este balance destacando la participación de todos los que se involucraron, a su manera, en la defensa de nuestra facultad, la UBA y de la universidad pública como un valor irrenunciable. </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Para nosotros, aportar a que crezca la participación de las y los graduados de nuestra facultad es nuestro motivo de ser. </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Creemos firmemente que la participación y la militancia son fundamentales para transformar aquello que consideramos injusto</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, más aún en contextos políticos y económicos desfavorables como el que estamos viviendo desde la asunción del gobierno de Cambiemos. </span><br><br><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">¿Qué pasó con el presupuesto? ¿Qué logramos?</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">En el mes de abril nos enteramos de una realidad preocupante para el día a día de nuestra facultad: </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">el gobierno nacional y las autoridades de la UBA pretendían congelar los gastos de funcionamiento con respecto al 2015</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, no sólo para Exactas, sino también para todas las facultades [1]. </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">Esta situación de ahogo presupuestario no comenzó este año: seguramente todas y todos recordemos la lucha que dimos el año pasado, cuando se pretendía aumentar estos gastos de funcionamiento en 10,5%, y que se resolvió positivamente, gracias a la participación activa de la comunidad de Exactas. No obstante, este año el contexto de ajuste económico empeora aún más el panorama:</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> devaluación del 50%, inflación en alza, aumento en las tarifas de los servicios públicos y suba del pasaje en transporte público.</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Sin embargo, la UBA </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">-así como el resto de las Universidades Nacionales-</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> se puso de pie, logrando:</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">-</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Una partida presupuestaria de 500 millones de pesos para las tarifas de luz y otros servicios</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">, a repartirse entre todas las Universidades Nacionales.</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)"> Para la UBA esto significa recibir un aumento del 10% con respecto al 2015 [2]. </span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">-</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">Un compromiso del Ministro de Educación de asignar 500 millones de pesos a la UBA</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">, de los 3200 millones que por Ley de Presupuesto 2016 corresponde distribuir entre las UUNN [3]. Si se cumple esta promesa y se reparte según lo anunciado por el Rectorado, esto </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">representaría un 45% de aumento para gastos de funcionamiento para cada facultad</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: rgb(255, 255, 255)">.</span><br><br><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">¿Y qué pasó con el salario docente?</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Luego de varias jornadas de paro nacional llevadas a cabo por las y los docentes universitarios, se logró que el gobierno nacional reabriera las paritarias que estaban previstas recién para junio. La primera oferta salarial fue de un 25% de aumento en 2 cuotas no acumulativas, y fue rechazada por todas las federaciones y sindicatos docentes, por considerarla insuficiente. Luego de 8 reuniones paritarias y gracias a la movilización y participación masiva, sobre todo en la marcha del 12/5, </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">se cerró la paritaria de las y los docentes universitarios con un porcentaje global de aumento salarial de 34% en cuatro cuotas</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">: 18% en mayo, 7,5% en septiembre, 7,5% en noviembre y 1% en diciembre [4]. </span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Si bien consideramos que este aumento no es el ideal</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, como ya expresamos anteriormente, pues está lejos del 45% que reclamábamos originalmente y hubiéramos preferido un aumento en una única cuota, el acuerdo firmado por todas las federaciones docentes [5,6] tiene, a nuestro entender, algunos </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">aspectos positivos:</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">En primer lugar, </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">consideramos un</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">triunfo significativo</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">que la paritaria se reabra en febrero de 2017</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, ya que nos permitirá actualizar nuestros salarios dentro de 9 meses, en el marco de la discusión paritaria del resto de los niveles educativos. Además, el acuerdo incluye una </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">cláusula “gatillo” de monitoreo de la inflación</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, que permitiría eventualmente incorporar nuevos valores al mismo a fines de septiembre.</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Por otro lado, el acuerdo incluye un </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">aumento importante en la garantía salarial por cargo</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent"> ($3900 para dedicación simple, $7.800 para la semi-exclusiva y $15.600 para la dedicación exclusiva a partir de mayo; $4.250 para dedicación simple, $8.500 para la semi-exclusiva y $17.000 para la dedicación exclusiva a partir de agosto, todas sumas no remunerativas [7]), lo cual </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">beneficia principalmente a aquellos docentes que no poseen antigüedad</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, es decir, sobre todo, a los ayudantes de 1ra. </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">No obstante, los ayudantes de 2da no están incluidos en la misma</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, siendo el eslabón más débil de la docencia universitaria, por cobrar únicamente un 80% del sueldo básico de un ayudante de 1ra simple.</span><br><br><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Y ahora… ¿cómo seguimos?</span><br><br><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">Para nosotros, </span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent">estas semanas de paro, de clases públicas y de movilización demostraron cabalmente que si nos organizamos y participamos en unidad podemos poner a Exactas y a la UBA de pie</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);vertical-align: baseline;white-space: pre-wrap;background-color: transparent">, en pos de las mejoras que la Universidad Pública precisa urgentemente. Si bien todo lo que conseguimos hasta ahora no resuelve todas las problemáticas que afectan a nuestra facultad, a la UBA y al resto de las UUNN, es un gran paso adelante. Es por eso que</span><span style="font-size: 14.6667px;font-family: Arial;color: rgb(0, 0, 0);font-weight: 700;vertical-align: baseline;white-space: pre-wrap;background-color: transparent"><strong> </strong>sabemos que esta historia no ha terminado aún.
